All four lanes were scheduled to reopen by tomorrow, but the municipality's engineering department says additional work is needed, forcing the lane restrictions to stay in place.
Officials add construction under the bridge on Keil Drive won't be completed until October 31, and load restrictions will remain in effect until then.
The man was charged in March with sexual assault offences.
Both couples won in the April 11 draw.
