Municipalities must now provide geared-to-income housing after upper tier government downloaded responsibility and are phasing out funding.
Roushorne says the county could use money currently used for social assistance, because the province is uploading that.
The hospital grant ends in 2016 and that could free up levy as well.
The report will be discussed prior to budget deliberations.
