Sarnia police responded to London Road and Murphy Road at around 8 p.m.
Constable John Sottotsanti said the male driver of one of the vehicles was taken into custody and faces charges of impaired driving and mischief.
No one was injured in the crash.
The man was being held for a bail hearing.
Windsor police were busy once again dealing with a pair of stunt drivers in as many days.
