Initial restoration of Cull Drain Bridge hoped to kick off fundraising

Framework prepared by staff to allow the Friends of the Cull Drain Bridge to complete restoration work has been accepted by council.

The group plans to restore the four end posts as a way to "kick off" their fundraising efforts to fully restore the bridge.

The span has been sitting in Mike Weir Park with a fence around it since it was removed in 2014.

It's hoped $25,000 can be raised for phase one of the restoration.

City staff have approached the project with the plan of not incurring any costs for the city, beyond staff time required to support it.

A $1.1 million dollar tender has been awarded to Cope Construction and Contracting Inc. for a variety of asphalt resurfacing projects.

The contract will address:

• Denmark Street (Sweden Street to Norway Avenue) • Spartan Avenue (Errol Road East to Kemsley Drive) • Kemsley Drive (Colborne Road to Indian Road) • Giffel Road (Michigan Avenue to Errol Road) • Lorne Crescent (Wellington Road to Lansdowne Avenue) • Ross Avenue (Siddal Street to Carlton Place) • Mack Avenue (Confederation Street to Ontario Street) • Kintail Street (Mack Avenue to Palmerston Street South)

Cope Construction and Contracting was previously awarded a nearly $2 million contract for asphalt resurfacing at the beginning of May.

Sarnia council also approved a $1.5 million dollar tender submitted by Sevcon Paving for required road improvements along Blackwell Sideroad for the oversized load corridor project.

The upgrades between Confederation Line and Churchill Line are needed to ensure the road can safely accommodate the loads and required turning radius.

Sarnia council has endorsed a draft climate change action and implementation strategy.

The plan will be posted for review until June 30, through the Speak up Sarnia portal.

A final plan is to be submitted for consideration this fall.

Sarnia declared a climate emergency at its regular meeting June 17, 2019.

Sarnia council has endorsed the creation of a fair wage policy.

Staff have been directed to proceed with the necessary steps to implement a policy, including the creation of an appropriate wage schedule and public consultations.

Staff will return a draft to council for approval at the 2022 budget deliberations.

City staff said the policy would help ensure a level playing field for contractors.

Staff will report back on the cost to conduct diversity, equity and inclusion training at council's next regular meeting.

Mayor Mike Bradley proposed the training session in addition to a number that have already been held this term.

He recommended Sarnia council, city staff and the Sarnia Police Services Board participate.

Sarnia council has agreed to declare The Dow Centre for Youth as a municipal capital facility.

The agreement, made with the trustees of St. Luke's United Church, will exempt the lands at 350 Indian Road South, from taxation for municipal and school purposes.

Council held off on advancing a growth management program and official plan review.

Council felt, in the absence of Mayor Mike Bradley, it would be appropriate to discuss both topics at the next regular meeting.

Staff have been asked to report back on the possibility of building a walkway across Lake Chipican.

The report will outline environmental considerations and expenses before determining if the idea should be considered at budget.
