The health unit said it happened at around 8:25 a.m. on Friday, August 8 in the Purdy's Fish Market parking lot on River Front Street.

The dog is described as a large German Shepherd and was accompanied by a man who appeared to be in his mid-50s.

LPH said he was driving a small, silver hatchback.
