County council approved it, but Windsor city council has said no to the Essex-Windsor Solid Waste Authority's budget for 2016.
General manager Eli Maodus says since council approved a dispute resolution mechanism, the budget will go to an ad hoc committee next in a bid to find common ground.
"Myself as a general manager, my finance manager, we'll sit down with the committee to determine how best to resolve the impasse."
After years of zero increases, the authorities budget for next year includes a levy increase of almost $300,000 for the city. Maodus says there are no new programs, but a drop in some revenue streams coupled with inflationary increases, the cost of energy, contract adjustments and a bump up in debenture costs account for the bigger levy. He doubts the committee will find much to cut.
"The expenditure reductions would amount to tens of thousands of dollars."
The authority needed the city's approval before a $4/tonne increase to the tipping fee took effect.
