The fire was reported around 3am at Maybelle Apartments at 1515 Ouellette Ave.
Fire caused $30,000 in damage and is contained to one unit.
Windsor Fire and Rescue Services says everyone made it out of the building safely.
The man was charged in March with sexual assault offences.
Both couples won in the April 11 draw.
