Officials say the suspects were seen riding bikes near Wyandotte St. at McDougall Ave. on Wednesday, and were arrested.
The bicycles they were riding had been reported stolen, as well as other items found on the men.
A 42- and 31-year-old, both from Windsor, are facing multiple charges, as officers are linking them to other thefts in the city this month as well.
The man was charged in March with sexual assault offences.
Both couples won in the April 11 draw.
