It has been so long since Leamington updated its official plan, it's starting from scratch.
The last update was nine years ago, and so much has happened since then, Mayor John Paterson says it's hardly relevant anymore.
"Because of our new administration, our new council, the change in manufacturing in this municipality," he says. "It's really given us a new focus."
Since 2007, Heinz also shut down operations in the town, and Highbury Canco took over the historic plant.
The town is hiring Jones Consulting Group to get the long process started.
"The firm that's helping us do this is actually looking to the end of November to get input from council and administration, and it's still a year time line for them to actually do a complete review and update of an official plan."
Paterson says the process will include public consultation, but that's still a way off.
Originally council had intended to update the official plan every five years but had decided to hold off a few years ago until the County of Essex completed its document.
