A proposed commercial development on Dougall Ave. across from the Walmart complex may not move forward.
"I envisioned a building that was going to be beautiful, very different from what we have," says developer Eddie Kadri.
Windsor's Planning, Heritage and Economic Standing Committee approved the development on Monday, but would not permit a restaurant or take-out service as a possible use.
"There's a huge cost associated with doing that and I need to be able to, for this development to be viable, have the ability to recoup some of those costs, and so I see a restaurant as being a vital part of the development," says Kadri.
Councillor Irek Kusmierczyk says he could not approve the use because a recent OMB decision and consultation with the neighbours.
"The zoning rules around that area were the result of significant public consultation with neighbours and the neighbourhoods of the surrounding area. We adhered to the agreement that council came to with the neighbourhood about eight years ago," says Kusmierczyk .
Kadri did not want to comment after the committee's decision, but said he is not sure if he can move forward with the development.
