Windsor police said the motorcycle and a car collided at Dougall Avenue and the EC Row Expressway just before 1 p.m.
The male victim's name has not yet been released.
Police added the tow truck was just arriving at the scene at 1:30 p.m. and the accident should be cleared soon.
Traffic delays are expected.
