Windsor police say a convoy of up to seven trucks was stopped as it was making its way to the city.
Deputy Chief Jason Bellaire told reporters on Wednesday that the convoy was stopped around 250 km from Windsor by another police force.
"They said they were just going to go in the other direction. It was a simple interaction with the officers who were there," said Bellaire. "They said they were heading to Ottawa, which you can't get to by westbound 401 so they turned around and went the other way."
But Bellaire said the threat of another blockade is still very real.
"We still have local people here and from not far away that are involved in this type of activity and there are still people we are concerned about. It's evaluated on a continual basis throughout the day and night," said Bellaire.
That's why access to Huron Church Road continues to be limited. Traffic remains restricted on Huron Church between the Expressway and Wyandotte Street West. Only U.S.-bound traffic is allowed on the road, and all east and westbound streets that cross Huron Church remain closed, with the exception of Industrial Road and Northwood Street.
Police were unable to provide a timeline for the reopening of all access points to Huron Church.
