New library CEO named as part of City Hall shuffle

The Windsor Public Library has a permanent Chief Executive Officer.

In a shuffle of positions at the City of Windsor, Mayor Drew Dilkens has announced that Jen Knights is the library's new CEO.

According to a posting on the City of Windsor's website that was dated Friday, Knights was officially named as CEO at the library board's meeting on Thursday.

Knights was previously the City's Executive Director of Recreation and Culture. She will retain the culture title.

The library had been without a permanent CEO since Kitty Pope announced her retirement in the spring of 2023.

Michael Chantler, the most recent acting CEO at the library, will become the Acting Senior Executive Director of Community Services. He will report to the Commissioner of Community and Corporate Services.

Dilkens also announced that James Chacko will add the recreation portfolio to his duties as the Executive Director of Parks, Recreation, and Facilities.

All the above appointments, made by the mayor under strong-mayor powers, will take effect on October 20.

In another personnel decision, Phong Nguy began this week as the Acting Executive Director of Public Works Operations. He will report to the Commissioner of Infrastructure Services.
