The newly retired president and CEO of Windsor Regional Hospital topped the Sunshine List in Windsor-Essex in 2025.
Karen Riddell earned $433,885.84 in 2025, according to the public disclosure document released under Ontario law.
The annual "sunshine list" is published every year in March and contains every public sector employee who made more than $100,000 in the previous calendar year. The threshold has not been adjusted since the law was passed in 1996.
In 2025, over 1,200 City of Windsor employees made the list, about 100 more than in 2024. They include police officers, firefighters, and senior officials. City of Windsor CEO Ray Mensour, who assumed the role in May 2025, was the top earner at the city at $333,504.
Windsor Mayor Drew Dilkens took home $218,949.11.
