The Village at the Barn could cost $60M

The Village at the Barn, a modular transitional housing developed proposed for the former Windsor Arena site, could cost up to $60-million to develop.

That's according to a report going before Windsor City Council on June 29.

The project would involve installing "pod-style units" within the existing structure of Windsor Arena. This would create a campus with the Housing and Homelessness Help Hub (H4) which offers shelter services, access to healthcare, and other related services.

"By offering an alternative to both emergency shelter and unsheltered living, this model is intended to function as a bridge within the housing continuum which does not currently exist. It would provide supportive housing with intensive oversight, allowing individuals to stabilize while longer-term housing options are secured," wrote Kelly Goz in the report.

An annual operating cost for the facility has not been determined.

City administration is requesting approval to enter into discussions with potential funding partners to offset the capital and or operating costs required.
