Dilkens and Francis discuss transition of council

Outgoing Windsor Mayor Drew Dilkens met with Mayor-Elect Fred Francis Friday morning to pass on information and words of wisdom.

Dilkens indicated he'll do everything he can to ensure the next term of council succeeds.

"We will fill in every gap and every blank to make sure that there is a smooth transition and that you have all the information you need to be successful because I really want that for you and for our city," said Dilkens. "Literally, I'm a phone call away moving forward. If there's anything you need with respect to information or things that come up, he knows how to get a hold of me."

The current council's last meeting is on Monday. The new council will be sworn in on November 16, 2026.

Francis said he's spent his time since the election meeting with officials and setting up his office.

"I've spoken with all the council members. I've met with half of them, we have more meetings next week. Everyone is excited, everyone's ready to go, and with the help of Mayor Dilkens and everyone at city hall we're moving in that direction," said Francis.

Francis says his first priorities will be holding a strategic session and finalizing the 2027 budget.

"There are significant pressures on the budget as it currently is. How that looks moving forward, I don't think it will be too significant, it all depends on what council wants to do, what they want to add, and what they want to subtract," said Francis.
