A school teacher from Woodstock is scheduled to make two disciplinary hearings this fall for allegations that he kissed a student and sexually assaulted two staff members.
According to the Ontario College of Teachers, Jagminder Singh Rai is accused of acting inappropriately towards a student while employed as an occasional teacher at a Thames Valley District School Board school in Woodstock during the 2003-2004 academic year.
During the fall of 2003, Rai allegedly kissed a student, put his tongue in their mouth, and touched their head, breasts, and other private areas. He is also accused of inviting the student to live with him and telling them that they did not have to have sex with him.
The college also claims Rai had the student, who could not legally operate a vehicle, drive him home after consuming alcohol. He allegedly drove the minor back to their house after drinking alcohol.
No details about the student’s age or what school the alleged incidents took place at are included in the hearing notice.
In a separate notice, Rai is accused of making unwanted sexual advances towards two women at a Woodstock school, a teacher and a staff member. The incidents allegedly occurred in 2016 and 18.
During the interaction with the teacher in 2016, Rai allegedly touched her breasts and private area without her consent. In 2018, Rai was accused of touching the staff member’s inner thigh, kissing her, and pressing himself against her inappropriately, also without permission.
The allegations have not been proven.
The College has scheduled the hearings for October 16 and 18 in Toronto. During the hearing, a disciplinary committee will decide whether Rai is guilty of misconduct.
Rai began teaching in 2002 after obtaining a Bachelor of Education from the University of Windsor. He has been a member of the Ontario College of Teachers since October 2002 and has teaching qualifications in varying subjects for Junior, Intermediate, and Senior divisions.
