Waterford man's shoulder injury not severe enough to warrant SIU investigation

The province's police watchdog has ended an investigation into a shoulder injury a Waterford man allegedly suffered during an arrest by Norfolk OPP last year.

The Special Investigations Unit (SIU) began probing the matter after the man filed a complaint in November.

According to the SIU, OPP were called by a woman about a reported domestic incident at a Waterford home the evening of June 13. Two officers arrived at the scene and arrested a man. After being released from police custody the man sought medical treatment for shoulder pain. An ultrasound revealed the man's right shoulder had a rotator cuff tear.

Based on preliminary inquiries, including a review of the man's medical records, SIU Director Joseph Martino has decided to discontinue the investigation.

"In the circumstances, the man’s injury did not rise to the level of a ‘serious injury’ within the terms of the SIU’s mandate," said Martino. "The SIU was therefore without statutory jurisdiction to investigate the incident. The file has been closed."

The SIU is an independent government agency that investigates incidents involving police that have resulted in death, serious injury, or allegations of sexual assault.
