Kincardine needs to spend a lot of money to maintain and repair its roads and bridges.
A report to council shows a backlog of needed repairs adds up to over $11.3-million.
At this point, there is up to $3.5-million in funding available for those repairs.
The municipality does not have a dedicated roads or bridges reserve fund.
The report suggests council implement strategies introduced during this year's budget talks, including a 3% tax increase to fund roads, bridges, culverts and storm sewers.
The town must complete its asset management plan by the end of 2016 in order to continue to qualify for $1.6-million in federal gas tax revenue through to 2018.
The report says treasury and public works departments need to work together on the plan.
