Saugeen Shores Mayor returns strong mayor powers

The mayor of Saugeen Shores isn't holding on to strong mayor powers, but will instead delegate certain authorities back to council and the Chief Administrative Officer (CAO).

Mayor Luke Charbonneau brought three mayoral decisions before council for review Monday.

"The first, delegating the authority to appoint a chief administrative officer to council," he explained. "The second, delegating the management of the town's organizational structure and employment matters to the Chief Administrative Officer. And the third, delegating the establishment, function and appointment of chairs and vice chairs of all committees of council to council."

The Province provided strong mayor powers to the leaders of 169 more municipalities in May, giving heads of council more authority to deal with housing and other provincial priorities. Charbonneau immediately voiced his concern, pointing out the risk of giving one person too much power.

“We have built a strong community through collaboration. I remain committed to that approach,” said Charbonneau. “I trust in Council’s leadership. I am confident in the expertise of our CAO, management and staff.”

Charbonneau emphasized that these actions reflect a leadership style grounded in cooperation and a strong belief in the ability of both Council and staff to guide the community forward.

"These decisions are about ensuring our municipal government continues to function effectively and in the best interests of the community,” added Charbonneau. “We want residents to know that our priorities remain focused on serving the public interest and working together to build a stronger Saugeen Shores.”

Charbonneau told council he will also plans to delegate budget decisions back to council at some point in the near future.

Councillor Bud Halpin praised the mayor for the move.

"I really think you've done the right thing with this, and I believe that you've earned a lot of respect in the community for what you're doing," Halpin shared. "I just really respect you for this. And I think it's the best decision."
