Kincardine council is set to vote on a short-term rental accommodation licensing bylaw later this month.
The bylaw regulating Airbnb and other short-term rentals has been in discussion since summer of 2025. While staff noted the program could be implemented to start the year, it was delayed after council instructed them to look at a two-tiered system.
The proposed system would only require property owners to obtain a short-term license and pay the Municipal license fee if they are renting out their accommodation for over 60 days a year.
The report from staff noted that it was difficult to predict how many properties would fit into tier two, meaning they couldn't confirm the licensing program would recover its costs in its initial phase. They recommended the fee be similar to the registration fee for refreshment vehicles, which is $437.20 annually.
A part-time position would also be brought on to help with the intial rollout.
The bylaw will be brought back to council for approval on February 25, 2026.
