Essex Town Councilor Randy Voakes says he will appeal the integrity commissioner's findings going to council Tuesday night.
According to the report to council, all councillors with the Town of Essex made a complaint to the integrity commissioner about three separate incidents involving Voakes.
On one incident, the report claims "he walked out of the meeting, revved the motor of his car in the parking lot, and raised his middle finger in the sight of some members of council, as he drove away."
"I understand he can only work with what council gives him, and council handed him a bowl full of fallacies, stuff that never even happened," says Voakes.
He says he also has a case to charge the commissioner and the town with discrimination over his dismissal from the Committee of Adjustment.
Voakes says the integrity commissioner suggested to him that he should not be a member of committee because his health sometimes prevents him from attending. Voakes calls that discrimination, and he says, according to advice from his lawyer, he could sue.
However, Voakes says does not intend to sue. He believes legal action would punish the taxpayers, and not the commissioner or council.
