Jobless rate offers further evidence economy is recovering

The national, provincial, and local jobless rate continued to improve in September, falling to 9.8 per cent in Windsor.

That is a decline of 0.3 percentage points from August when the unemployment rate in the region was 10.1 per cent.

Statistics Canada also said the Labour Participation Rate in slipped slightly to 57.1 per cent.

Nationally, the rate fell 1.2 percentage points to 9 per cent. The number of net jobs added to the national economy numbered 378,000, mostly in full-time work. That is within 720,000 positions of pre-pandemic levels.

Employment in education services surpassed pre-pandemic levels, while manufacturing has almost fully recovered. It held steady in retail and construction, saw a modest recovery in transportation and warehousing, and rose 7.4 per cent in accommodation and food services.

Using U.S. criteria to calculate the Canadian unemployment rate, it was 7.9 per cent, and about even with joblessness across the border.

There are still 1.8-million Canadians who were unemployed last month, but that is down from the peak of 2.6-million in May. Those receiving the Canada Emergency Response Benefit, Employment Insurance, or the Canada Emergency Student Benefit fell from 16.1 per cent in August to 13.5 per cent in September.

The number of Canadians still working less than half of their usual hours also fell 7.1 per cent, and those working from home did not change much, going from 26.4 per cent in August to 25.6 per cent last month.

All the provinces, with the exception of Prince Edward Island and New Brunswick, saw increases in employment. In Ontario, the jobless rate fell 1.1 percentage points to 9.5 per cent as 168,000 positions were filled.

Statistics Canada said it polled 50,000 households for its September Labour Force Survey. The survey was taken between September 13 and 19.
