City shuts down River Place over living conditions

The Executive Director of Housing, Homelessness, and Children's Services wishes it hadn't come to this.

The City of Windsor has forced residents living at River Place out of their homes after inspectors condemned River Place unsafe for occupancy.

They have until midnight next Tuesday to find somewhere else to live.

"It is so unfortunate that it has come to this," said Debbie Cercone. "The loss of these units will further exacerbate the lack of affordable housing in the community."

City inspectors have been monitoring conditions at the building at 245 Detroit Street since July 8. The building did not have potable water, the fire alarms were not working, and the heating and ventilation systems were inoperable. While some of those systems are fixed, the building remains dirty, and there is still no water service.

"My hope is that this property can eventually be redeemed," said Chief Building Official John Revell. "The City of Windsor has several incentives available through the Planning Department to support redevelopment."
