Ontario's law-enforcement oversight agency has ended its investigation into a September 2025 incident involving Windsor police.
The Special Investigations Unit (SIU) was contacted by Windsor police following the September 11 incident, which occurred during a break-and-enter investigation in the area of Walker Road and Cabana Road East.
Officers arrived soon after 8:30 p.m. and found the suspect sitting in a vehicle in the home's garage. Police needed a taser to get the person out and handcuff him.
Upon being checked out in hospital, a Windsor officer overheard a nurse discussing facial fractures. The nurse confirmed a fracture with the officer, but would not discuss beyond that due to patient confidentiality. The SIU later confirmed with a doctor that the suspect broke his nasal and orbital bones.
SIU Director Joseph Martino said that while the suspect's injuries were serious, Windsor police did not directly cause them.
"There are no reasonable grounds to attribute them to any unlawful conduct on the part of the [officer]," wrote Martino in his decision. "As such, there is no basis for proceeding with criminal charges in this case. The file is closed."
