Essex to receive $21.9-million in sale of E.L.K Energy to ENWIN

Now that the Town of Essex has wrapped up the sale of its shares of E.L.K. Energy, the town is set to receive $21.9-million in net proceeds.

It's one of the largest financial transactions the town has ever completed, and it plans to invest $15-million of the windfall in a new E.L.K. Legacy Reserve. The money is being squirrelled away in an investment portfolio, and the town will use the income to help fund future infrastructure projects, reduce future tax pressures, and further strengthen the town's financial sustainability.

Annual reports will tell town council how well the portfolio is performing, ensuring transparency and accountability.

"This marks an important milestone for the Town of Essex," said Mayor Sherry Bondy. Council made the decision to pursue the sale after careful consideration of what would deliver the greatest long-term value for our community. The successful completion of this transaction allows us to invest in today's priorities while creating a lasting financial benefit that will support Essex residents for generations."

Seventy per cent of the fund will go towards infrastructure replacement through Essex's asset management program, while 20 per cent will be reinvested to grow the fund, and ten per cent will go to new core capital projects.

Based on current market conditions, the annual investment income is calculated at around $600,000 annually.

Earlier this month, the town's council also agreed to spend the remaining $6.9-million from the sale of the shares to ENWIN Utilities to help pay for capital projects, including the new sports field development, Fire Station 3, and the Town Hall expansion.

The sale concluded a strategic review process that started in 2022. In March 2025, council approved the sale of E.L.K. Energy Inc to ENWIN Utilities Ltd. The transaction officially closed last November.
