Ursuline College (The Pines) is the only secondary school in the area showing improvement in the Fraser Institute school report cards.
"They started below the average of 6.0 and have made relatively consistent improvement over the intervening years until they're now well above," says Peter Cowley, co-author of the report.
The Fraser Institute calculates school rankings based on provincial literacy and math test scores.
Ursuline College was rated 6.8 out of 10 based on scores from the 2014/2015 school year. Five years ago the school had a rating of 5.7.
Cowley says the report should act as a call to action for schools to start developing plans for improvement.
"We should never say 'oh well I guess we're doing the best we can do' and one would hope the educational staff at any school would say improvement is job one," says Cowley.
Tilbury District High School is the only school in the area showing a decline in its rating. In 2011 the school had a 6.1 rating and now has a 4.7 rating from the 2014/2015 school year.
