Livingstone appointed deputy city manager

Lynne Livingstone, a veteran city hall director, has been promoted to the newly created position of deputy city manager.

Livingstone, who has held the position of managing director of neighbourhood, fire and children services for the last seven years, was appointed to the new role by city council effective immediately. She will now by the city's second top bureaucrat under City Manager Martin Hayward.

“Creating this role allows for a clear and strategic focus on our organizational culture and on high performance,” Hayward said in a statement. “Lynne has provided leadership in the creation and delivery of our strategic plan and she has also worked with teams across the organization and throughout our community – this is experience that will serve the city well as she takes on this new role.”

Livingstone has been a public servant for more than 30 years and joined the City of London in 2007.

In her new role, Livingstone will lead the charge in creating a positive workplace culture at city hall, handle innovative new programs, and oversee the human resources department, which will include the search for a new director of human resources.

Bill Coxhead had served as the managing director of corporate services and chief human resources officer since 2017. He plans to retire at the end of January 2020, but will help in transitioning the HR department until that date.

“Bill has done an exceptional job since he was appointed to lead Human Resources,” said Hayward. “He will continue to play an active role in the leadership of this team and in the recruitment of a director, human resources. His guidance and experience will be an integral part of establishing this team within the city manager’s office.”
