The Town of Saugeen Shores is recognizing the upcoming retirement of Director of Development Services Mark Paoli, who will conclude his role at the end of January after three years with the municipality. His departure marks a major milestone in a notable 37-year career, including nearly three decades of service in municipal government.
Throughout his tenure in Saugeen Shores, Paoli has been a key figure in shaping the community’s growth. He helped steer projects that supported sustainable development, strengthened local infrastructure, and advanced both economic and community priorities. His dedication to collaboration and high standards has left a meaningful imprint on the town.
As Saugeen Shores honours Paoli’s contributions, the municipality is also announcing that Dwayne Evans has been appointed as the incoming Director of Development Services. Evans will assume the role on January 5, 2026, allowing for an efficient transition and ongoing stability within the department. Development Services oversees several core functions, including Engineering, Building, Planning, Economic Development, Asset Management, and By-law Enforcement.
Evans arrives with a strong academic background and substantial professional experience. He holds an Honours Bachelor of Arts in Geography from Wilfrid Laurier University, a Master of Arts in Geography, and a Master of Public Administration from the University of Western Ontario. His credentials also include designation as a Registered Professional Planner and completion of the Municipal Administration Program through AMCTO.
His more than two decades in public service include roles as Chief Administrative Officer for the Township of North Huron and Clerk for the Town of Goderich. Evans has also worked as a Land Use Planner and Manager of Corporate Services for the County of Huron, in addition to serving as a Rural Planner with the Ontario Ministry of Agriculture, Food and Rural Affairs and as a Planner with the Ministry of Municipal Affairs and Housing.
Evans is known for a leadership style rooted in collaboration and a people-centred approach, qualities that align with Saugeen Shores’ emphasis on teamwork and community-focused service. His knowledge and strategic insight are expected to help guide the municipality’s development agenda as the community continues to expand and evolve.
