Windsor City Councillors deferred the Sandpoint Beach Master Plan report until further discussions can be had with the Windsor Port Authority.
The master plan, which includes moving the beach to the east to improve safety, will cost the city an estimated $15 million.
Currently, there is only $1.5-million set aside for the project in the 10-year capital budget.
"We know that we want to make safety improvements at Sandpoint Beach. The master plan went through widespread consultation and lots of design work. We know what the price tag is. It's expensive, but it's something that the city council will have to decide what's a priority at budget time and how to fund that particular project moving forward," said Windsor Mayor Drew Dilkens.
Over the past 15 years, eight people have drowned at the beach. The latest drownings were last May when 25-year-old Yogesh Bajgai and 22-year-old Rohit Dheer jumped into the water and never resurfaced.
Councillors voted to defer the master plan to explore further funding options.
